there are 3 ways for reference:

1. Is here anyone who comes from Band.1?
2. Does anyone come from Band.1?
3. Are you from Band.1?

but I think that what you wanna say is...
'Is there anyone studying in Band.1 school?', right?

We only use who/which/that to conect two sentense
when they are describing the same thing(object)...
but there are only one here...

the English standard in HK is dropping

Firstly, wrong grammer.It should be "Any one here is from a band 1 school?" or "Anyone from a band 1 school?"
Secondly, it should be "According to the topic" or "As the topic above....anyone?"

there is no such word as "is come"

and i saw someone saying "Is here anyone who comes from Band.1?" and "Are you from Band.1?"

im sorry but u're wrong as well =]
